MINSK, 28 July (BelTA) – The rate of utilization of funds of the conservation foundations was very low in the first half of 2010, First Deputy Minister of Natural Resources and Environmental Protection Vitaly Kulik said at a session of the ministry. “No program has been implemented in full. The average percentage of the utilization is 40-60%, and this is despite the fact that we projected that only 10-20% of the annual funding would be disbursed in the first half,” Vitaly Kulik said. As an example, Vitaly Kulik cited the national program to develop the hydro meteo service. Some Br5.1 billion has been set aside for the implementation of the program in 2010. So far we have signed the contracts worth Br1 billion and implemented the works worth Br267.5 million (65% of the H1 plan or 0.05% of the year). The situation with the national plan of action regarding the commitments undertaken by Belarus under the Stockholm Convention on Persistent Organic Pollutants is similar. A total of Br134 million should have been channeled into the plan of action in 2007-2010 and until 2028. Some Br55 million was to have been used in H1 plan. Only Br2 million has been utilized so far, or 0.04% of the H1 plan. As of 1 July the conservation foundations of all level received Br197 billion.
